What does EPC C mean for landlords?

Today · EPC E

For homes covered by the current minimum energy efficiency rules, the minimum is EPC E unless a valid exemption applies.

1 October 2030 · Higher standard

The government has confirmed a higher EPC C or equivalent standard from this date for properties in scope, subject to valid exemptions. Under the new EPC metrics, the government plans to prioritise fabric performance, with a second standard for heating or smart readiness.

Before 1 October 2029 · Early action

Under the government’s transition policy, homes with an Energy Efficiency Rating of C or above on an EPC before this date can count as compliant until that certificate expires or is replaced.

Start with the current EPC, review the recommended measures and ask an assessor to estimate the impact of upgrades. The EPC outcome depends on the whole property.

Indoor heat pumps for electrically heated flats

Own an electrically heated rental flat? Apply directly to Energy Efficient You for an eligibility check. The Boiler Upgrade Scheme offers £7,500 towards eligible air-to-water heat pump installations replacing qualifying electric heating, such as storage heaters. The property owner gives consent and the MCS-certified installer applies to Ofgem and deducts the grant from the agreed price.

Our indoor heat pump offer covers eligible flats in the West Midlands, North East and North West of England. The scheme has no household benefits requirement. We check the existing heating, EPC, installation space, ventilation route, heat emitters and any permissions, including freeholder consent where required. The survey and written quote confirm what the grant covers and any contribution.

Enquire as early as possible. Suppliers may close enquiries earlier, and funding and installation slots depend on availability.

  1. Check the household. For our benefits route, someone in the household must receive a qualifying benefit such as Universal Credit, Housing Benefit, Pension Credit, Income Support, income-based JSA or income-related ESA. Child Benefit alone is outside our offer.
  2. Check the property. A privately rented home needs an EPC of E, F or G. Our offer covers suitable solid-wall mid-terraced houses or electrically heated solid-wall flats in the Midlands and North West. The survey confirms wall construction, ventilation and suitability.
  3. Get written landlord consent. Private tenants can start the enquiry and will need their landlord’s permission before installation. Ask the landlord to check any existing obligations or exemptions for EPC F or G homes.
  4. Send an eligibility enquiry. Select Free Internal Wall Insulation (IWI) in our form. We check availability and explain any evidence needed, survey steps and costs before work is agreed.
